Congress notes that the system of setting pay levels in the NHS is not working for our members.

After years of austerity, we are now faced with a system that that consistently fails to deliver decent, worthwhile pay which has contributed to staffing shortages in many parts of the NHS.

The NHS trade unions collectively work together to win for members but are hampered by a system that is rooted in the past. The collective strength of the unions is the only thing preventing a complete collapse of the pay system.

An antiquated pay review system together with a string of undelivered commitments from government is resulting in below inflation and demoralising pay rises for thousands of NHS staff.

Something has to be done.

Congress therefore calls on the General Council to work with the NHS trade unions to ensure that the governments across the UK recognise the need for change and work with the unions to develop systems and ensure that NHS pay is funded and fit for its purpose of giving our members decent pay.

AMENDMENT
At the end of paragraph 5, after ‘decent pay’, delete: ‘.’ and insert “including:”
After paragraph 5, insert:
“1. restoring staff pay in real terms to pre-austerity levels
2. sufficiently funding staff pay without taking from NHS Trust budgets
3. more funding for the NHS in devolved nations
4. commencing pay negotiations with NHS unions to deliver pay based on workforce need, not central government pay policy.”
