Congress recognises that an effective and efficient civil service is vital to the health, wealth and security of our country. Collecting tax, delivering welfare, protecting our borders, supporting our armed forces, addressing climate change, the list is almost endless. The civil service helps fund, manage, regulate and deliver almost all public services.
A permanent, impartial civil service, recruited solely on merit also supports good government and governance, serving not only the government of the day, but ensuring it can serve future governments. Supporting ministers, drafting legislation and leading the country’s response to crisis at home or abroad.
Ensuring the civil service has the right people, skills and technology to deliver and is representative of the country it serves is critical for any government. Congress therefore welcomes the announcement of a fundamental wide-ranging review into the constitution, organisation and performance of the permanent civil service, led by the cabinet secretary.
The TUC, as the country’s leading voice of working people, should contribute to the review. Congress therefore calls upon the General Council to engage with the cabinet secretary to determine how the TUC can meaningfully contribute to the review, seeking evidence from affiliates to help support its contribution.

After “cabinet secretary.” add new paragraph:
“The government’s Rewiring the State proposals would radically change the civil service. The principle of universal provision for all, and the avoidance of a postcode lottery of services must be retained. The job security, pay, pensions and other terms and conditions of the staff delivering these services must be protected.”
