Congress notes with grave concern the executive orders signed by US President Donald Trump in 2026, which imposed an oil blockade of Cuba and threatened punitive extraterritorial measures against countries, companies and individuals supplying fuel to, or conducting legitimate trade with, the island.

Congress rejects US attempts to portray Cuba as a threat and further notes with alarm repeated threats of military intervention made by the Trump administration.

Congress believes these measures represent a dangerous escalation of the 66-year US blockade, repeatedly condemned by most countries at the United Nations. Prolonged power cuts and worsening shortages of food, medicines and other essential goods have placed immense pressure on workers and public services, including hospitals, schools, transport and water systems. This collective punishment of the Cuban people has contributed to rising infant mortality and declining life expectancy.

Congress welcomes and supports the urgent call for peace and sovereignty, signed by 28 British trade union general secretaries and the TUC, and congratulates the Cuba Solidarity Campaign and affiliated unions for delivering 15 consignments of medical and food aid worth more than £2m through the Cuba Vive appeal.

Congress resolves to:

i. call on the UK government to oppose the extra territorial application of U.S. sanctions, reject any US military intervention against Cuba and provide humanitarian assistance to the Cuban people

ii. support the campaigns and humanitarian appeals of the Cuba Solidarity Campaign and encourage affiliated unions to promote them among their members.
